Tuition Waivers & Discounts

Cecil College offers tuition waivers and discounts to a variety of populations. Please review the list below and select the one that applies to you for specific requirements and more details about receiving a waiver or discount.

Health Manpower Shortage Program Waiver

Eligibility

Any out-of-county and out-of-state students enrolled at Cecil College in credit courses that are required in a designated Health Manpower Shortage Program may be eligible. For both out-of-county (Maryland resident) students and out-of-state students, eligible programs include Registered Nursing and Licensed Practical Nursing.

Value

This waiver reduces tuition rates to in-county rates per credit hour. Cecil College participates in the Health Manpower Shortage Program, as approved by the Maryland Higher Education Commission, in alignment with Maryland state law and consistent with fiscal policies within the College.

Additional Notes

Out-of-county Students

Maryland residents who live outside of Cecil County must complete the application and enrollment process according to College policy and procedures. The student is required to attend an advising session with the College's pre-nursing advisor to complete the "Special Agreement" form in order to take advantage of the reduced tuition rate.

Out-of-state Students

Students who do not reside in Maryland must complete the application and enrollment process according to College policy and procedures. In addition, the student is also required to complete a specific application form and certification, obtainable through the Department of Nursing. The student must register for a minimum of 6 credits per semester at Cecil College, and must sign a surety bond or promissory note with the Maryland State Scholarship Administration. The student should bring the acceptance letter from MHEC to the Cashier 's Office to receive the tuition waiver.

Maryland Foster Care Recipients Waiver

Eligibility

In accordance with the Maryland Higher Education Commission, Cecil College offers this tuition waiver to any Maryland resident who resided in a foster care home at the time of graduation from high school or successful completion of a GED exam.

Value

Upon meeting eligibility requirements, the student is exempt from paying tuition and mandatory fees minus any grants or scholarships.

How to Apply

The student must comply with all other Cecil College entrance requirements, must present a confirmation of waiver approval from the State Department of Human Resources, and must complete the FAFSA application available from Financial Aid.

Maryland National Guard Tuition Waiver

Eligibility

Any member of the Maryland National Guard who has at least 24 months remaining to serve and who is officially enrolled as a student of Cecil College may be eligible.

Value

This is a 50-percent reduction of the in-county tuition rate. Students will be responsible for all related fees.

How to Apply

The student must first complete the application form for the Maryland National Guard Tuition waiver; next the student must obtain an authorization signature from the College Registrar or Cashier Manager by presenting a current military picture identification card and a document from the Maryland Adjutant General certifying that the student has at least 24 months remaining to serve or has agreed in writing to serve for a minimum of 24 months. After obtaining the required signature, the student can present the Tuition Waiver form to the Cashier 's Office and pay the balance of tuition and fees.

Senior Citizen Waiver

Eligibility

Any Maryland resident 60 years of age or older who is enrolled in a course that has sufficient enrollment to be conducted may be eligible.

Value

This is a waiver covering tuition and student development fees. The student will be responsible for registration and course fees.

How to Apply

Proof of age will be required at the time of registration. Certain programs and courses available in continuing education (non-credit) are exempt from this waiver.

Social Security Disability Tuition Waiver

Eligibility

Any Maryland resident who is receiving disability benefits under Title II of the Social Security Act or the Railroad Retirement Act and who has worked and earned wages prior to total and permanent disability may be eligible.

Value

This is a full tuition waiver. Courses must have sufficient enrollment to be conducted, and eligible students will be responsible for related fees.

Special Tuition Rates for Employees of Cecil County Businesses

Eligibility

Employees of Cecil County Businesses who register for credit courses and state-approved non-credit courses, provided the business is located in Cecil County and the employer is paying or reimbursing the tuition may be eligible.

Value

This is a tuition waiver for out-of-county students and out-of-state students currently employed by a business located in Cecil County allowing the student to pay tuition at the in-county rate.

How to Apply

Upon completing registration, the student must provide a letter to the Cashier 's Office, stating the student's name, active status of employment, and date on which employment began. (The student must be employed prior to registration for courses.) The letter must be written on company letterhead, signed by a company official, and must include the company phone number. It should include a list of course number(s) and title(s) as well as the start date for each course.

In addition, the letter must state whether the company is paying the College directly or reimbursing the student. The letter must state the amount that will be covered and indicate whether the student must meet certain requirements in order to receive the educational assistance. Letters that contain requirements such as a grade stipulation clause, will not be accepted as proof of payment. Any student using their employer as a source of payment should be aware that the student will personally be held responsible for paying their account in full if the employer chooses not to pay.

The detailed information above is not necessary if the employer states they will pay for any and all courses taken during a semester, with no restrictions.

Statewide Instructional Programs

Eligibility

Maryland residents attending Cecil College in programs that have been approved and designated as statewide programs by the Maryland Higher Education Commission may be eligible. Eligible programs include Supply Chain Management and Visual Communications. More information on individual programs can be obtained from the MHEC website.

Value

This is a tuition discount for out-of-county students, allowing the student to pay tuition at the in-county rate.

How to Apply

The student must first complete the admissions and enrollment process according to College policies and procedures. Next, the student must complete the registration process with an advisor and complete the "Special Agreement" form at the time of registration for each semester.
