Trustee Hamm set to serve third term on Board of Trustees

The success of any institution, financial or educational, depends on strong leadership. Cecil College has remained a beacon of opportunity and hope for Cecil County residents largely due to the efforts of individuals like Raymond W. “Chick” Hamm, Jr.

Trustee Hamm was sworn in for his third six-year term as a Cecil College Board of Trustees member on July 9 at the courthouse.

“I am most proud of the students and having the opportunity to serve them. My trustee experience has provided a front-row view of many students from all walks of life who are working very hard to improve their education and preparedness for the workforce. They are amazing,” said Trustee Hamm.

Trustee Hamm was appointed Director of Finance for Cecil County on March 4, 2025. He joined county government following retirement from a 47-year career in commercial banking, where he previously served as President, CEO, and Director of Mercantile County Bank, and later became PNC Bank’s Commercial Market Leader for Greater Maryland.

In addition, he served on numerous boards, agencies, and commissions supporting the community’s education, health care, and economic development needs. He currently serves as Chairman of the Board of Trustees for Cecil College and is also a Director and Treasurer of the Bainbridge Development Corporation.

“I see Cecil College as the key provider of workforce readiness training for our region and, as the county continues to experience growth in jobs and career opportunities, Cecil’s open-access and affordability will help our friends, families, and neighbors achieve their goals,” said Trustee Hamm. “It is also a hub of activity for athletics and the arts, providing an important social fabric for us to all enjoy together. In my lifetime, these opportunities to be united have never been more important.”

He is a past member of the Maryland State Economic Development Commission. He served as Board Chair for Union Hospital in Cecil County and later as a board member for the Christiana Care Health System.

Trustee Hamm earned a B.A. in Business Administration, cum laude, from Loyola College of Maryland in 1982 and an M.B.A., with a Finance concentration, from Loyola College in 1983. He resides in the Elk Neck region of Cecil County with his wife, Anne.
