Student Success Rates
The Federal Reserve Bank of Richmond (FRBR) developed the Survey of Community College Outcomes (SCCO) to provide a success measure that better represents the diverse student population found on community college campuses.
For the latest SCCO, Cecil College’s FRBR Success Rate overall is 42.3 percent, indicating that 42.3 percent of students who entered in the academic year 2019–2020 had a successful outcome within four years based on the FRBR expanded cohort that includes all students that are entering the institution for the first time and that are seeking to earn an award. In addition, the FRBR Full-Time Student Success Rate indicates that almost half of the cohort entering the College full-time are earning an award within four years.
In contrast, the IPEDS graduation rate only includes students that are entering an undergraduate program in Fall in a full-time status for the very first time in their post-secondary education experience. As Cecil College’s population is predominantly part-time and includes additional non-traditional students, the IPEDS graduation rate of 27.9 percent does not adequately illustrate the success of students at Cecil College.

State Reports
Maryland Higher Education Commission (MHEC)
MHEC is the State of Maryland’s higher education regulatory and coordinating board, responsible for establishing statewide policies for all Maryland colleges and universities, as well as for for-profit career schools.
MHEC requires higher education institutions to submit reports throughout the year to support regulatory requirements. The commission also creates many publications and produces data dashboards that include information such as enrollment, student achievement, and performance accountability reports.
Maryland Association of Community Colleges (MACC)
The MACC includes Maryland’s 16 community colleges with the purpose of working with businesses, communities, government, and other organizations to improve student success, provide job training, and promote economic development across the state. MACC produces reports and dashboards with a focus on community colleges and workforce development.
Maryland Longitudinal Data System (MLDS)
MLDS generates information and data about student performance that can be used to improve the State’s education system and guide decision makers at all levels. To accomplish this task, the MLDS collects and organizes individual-level student and workforce data from all levels of education and the State’s workforce.

Federal Reserve Bank of Richmond Survey (FRBR) Community College Outcomes
The FRBR pursued the development of a community college survey that provides a better way of measuring the success of community colleges in serving their students and communities. The Survey of Community College Outcomes (SCCO) is a quantitative and consistent system that provides a fuller view of community colleges and the students they serve, including analysis on part-time students, high school enrollees, workforce and continuing education, and other non-traditional students.

Integrated Postsecondary Education Data System (IPEDS)
IPEDS is a federally mandated reporting system for the National Center for Education Statistics (NCES) that is designed around a series of interrelated surveys with a stronger focus on students that are entering postsecondary for the first time to pursue a degree.
National Student Clearinghouse (NSC)
The NSC provides information for institutions, students, and lifelong learners. Their research center publishes relevant and objective data on postsecondary metrics and publications to serve the community. A majority of United States higher education institutions report data to the NSC.
